Our governance and partners

The whole is greater than the sum of its parts - implementation and success measurement


Collaborative system working approach:

  • When organisations collaborate effectively, they are able to co-create value that would have otherwise been untapped
  • Effective collaboration enables organisations to maximise population outcomes from the resources available 
  • When organisations from across a regional health system work in partnership to design and improve health services, they can better ensure people receive the right care at the right place at the right time


Factors that enable this successful collaboration include:


The governance framework 

The governance framework developed by the Healthy Minds, Healthy Lives coalition partners builds on the previous framework and lessons learnt through the implementation of mental health programs across the region.


It consists of four tiers of governance:

  1. A tripartite CEO Forum that provides opportunity for the partner agencies CEO’s to set health priorities for the region including mental health, suicide prevention and alcohol and other drugs. 
  2. An executive committee or guiding coalition of change responsible for steering the Healthy Minds, Healthy Lives program. 
  3. A program management office responsible for coordinating the delivery of the program.
  4. Four organisation-based focus groups responsible for leading the delivery of project activities.


The framework also consists of:

  • A standing stakeholder collaborative partnership Group comprised of providers, peak bodies, Key stakeholders to support the co-production of Healthy Minds, Healthy Lives activities.
  • A standing Lived-Living Experience Project Team comprised of First Nations, Consumers, Carers and Persons with Lived Living Experience Leadership
